A word from the president
For over a decade, Solution ISPS International has delivered hundreds of specialized training sessions in maritime security to the entire maritime industry in Quebec, focusing on the prevention and protection of transport system infrastructure against threats and acts of piracy. Building on this expertise in training and international regulations, we focused on foreign markets at the end of 2023 with a strategy of penetrating African markets, initially targeting Cameroon.
From then on, the international shift, which was tentatively envisaged, quickly resulted in the opening of an office in Kribi at the beginning of 2024 in partnership with a Cameroonian firm, which was our starting point in the deployment of our services. Subsequently, the creation of a consortium bringing together specialists with complementary fields of expertise in the field of the multimodal transport chain, allowed us to present a collective service offering mature enough to interest an international clientele extending beyond the African continent, as was the case with the Panama Canal Authority.
The current year will therefore allow us to consolidate our positioning with the main decision-making bodies in Cameroon and Panama, which will also create opportunities in other African states, such as Angola and Morocco, which are closely monitoring the progress of the projects underway. Whether it is the construction of an international maritime training and certification center in Edéa, Cameroon, or the development of a Public-Private Partnership (PPP) to ensure its financing, or the development of a training directory of more than a hundred courses covering maritime and port professions, we are able to say that these countries will be able to capitalize globally on the progress and benefits that will have been developed separately.

This partly explains why the Quebec-Africa Symposium 2025 was structured in harmony with the Quebec Maritime Sector Conference organized by the Société de Développement Économique du Saint-Laurent (SODES) on May 13 and 14, 2025, at the Lévis Convention Center. Returning for its fifth edition, this forum demonstrated the importance of mobilizing maritime stakeholders, decision-makers, and partners around common themes and challenges, and the importance of the supply chain remains an ongoing issue.
While the current uncertain climate with the United States is prompting us to look toward new markets, countries like Cameroon and Angola are teeming with business opportunities, which could potentially represent realistic options for reviving certain businesses. We are therefore proud to be able to share this experience with local companies that may see complementarities between their areas of expertise and the growing needs of a rapidly expanding Africa.
We sincerely believe that combining the Symposium with the Quebec Maritime Sector Conference will represent an important step forward in developing a French-speaking commercial bridge between Quebec and the African continent.
